With how high their HP pools are compared to other content...yeah, they do encourage essence use. There's a difference between a scale up in difficulty and making each boss damage sponges.I would have to disagree a bit there. If they were 100% scaled with that belief they would have been near unbeatable without them, but the content is still really easy without. So far as I see it in general the actions are meant to be something fun, in savage I would say they are mandatory but otherwise no. The fun of being able to hit big numbers you otherwise never would, the novelty! It is fun to see a boss melt or see yourself hit a super fat crit dh.
In savage I would say so. I never said they are not scaled AT ALL due to their existence. Just not in the normal content enough such that their use is mandatory or heavily encouraged. If they really really wanted people using them. The bosses would be hitting harder and have even more HP. Being able to turn a 45min fight into a 15 minute one shows that much. There is no encouragement to use them, I don't get anything extra that is worthwhile for potting all the time. There is no achievement for it, correct me if I'm wrong. I know there is one for appraising but not for using. For normal DR they are entirely optional and hardly encouraged to me at all.

Let me put this in perspective.
Based on logs on a certain website, you can see the 3rd boss of Tower at paradigm's breach has roughly 106million HP. keep in mind, this is also a 24 man instance, that at minimum, requires an ilvl of 495.
Using the same website, you can also see the first boss of Delebrum Reginae has 98million HP. In an instance that syncs to i430 no matter what.
They have nearly the same HP, but the normal 24 man boss is tuned to nearly 70 ilvls above the other. To continue putting this in perspective, the first boss of copied factory has 70million HP, for an instance with a min ilvl of 435.
Numbers don't lie; the Delebrum Reginae bosses have HP tuned closer to an ilvl of 500, despite Bozja force-syncing you to i430. The devs scaled them assuming the vast majority of the party is using essences & actions to boost your damage levels up to i500 levels. ForteNightShade is correct in that not using an essence + actions is effectively the same as being in a perma-brink of death state. If you choose not to use essences or actions, that's your decision. Just don't ever complain if you get a party member who dies every minute in any content or isn't pulling their weight, as you'd be hypocritical.
Also, you have to consider the devs design stuff with the JP mindset, where players are more community focused and 'for the group' mentality than NA players which are by far and large more selfish. Over on JP everyone popping essences would be the expected, thus the tuning makes perfect sense.
