I don't think it has anything to do with their heads since modders have ported all hairs and most of them look fine (gyr abania plait/2bs hair clips a bit with the ears). I think they just decided not to since it would be bad to do it for viera and not hrothgar where they would actually have to put in effort. Considering they keep fixing hairs for miqote and aura I think they just dont want to, not that they cant.
I am honestly expecting them to release a bundle of hairstyles for the two races, instead of one here and there. And I think they actually did a bad thing saying they were gonna do race-exclusive hairs to begin with since that is more effort than just adding the same hairstyle to all races. Now instead of just designing one hairstyle they have to design at least three. It wouldve been more efficient to just adapt the one hairstyle to fit the two races.
