Zenos doesn't care about the empire and since the scions are always engaged in the world's biggest battles im not shocked by the possibility of him joining or at least participating in their battles. Also, look what they did with Gaius and Nero. For all the people who hate Zenos and want him gone for good, I for one am more excited for the end of this hydalin zodiark story.
