It's been pretty common knowledge for years that 14 has the budget of a chicken wing and a couple of bags of doritos.

To be fair, the budget has been increasing over time. It's more a case that a worrying amount of it is spent on marketing when word of mouth alone would suffice to spread the word that the game is worth playing.
Specifically, some of the ridiculous commercials I've seen. Sometimes with celebrities.. They really do like to overspend in areas..

The problem really does seem to be the development of 16 along with what Covid did to them
When there's another huge project going on at SE, FF XIV seems to suffer a bit. It felt the same way when FF XV's development was in full swing and when they were working on the FF 7 Remake. For a game that literally saved the company they don't give it the support it needs most days.
It's pretty much their only stable product; a continuous flow of income. When there's another huge project going on at SE, FF XIV seems to suffer a bit. No kidding. I saw an article on the Butterfinger thing a few days ago and it opened with "FFXIV sure had a rough launch." Like... that was nearly 11 years ago at this point guys, maybe we can focus on something else now? As for Diadem, meh... it was a thing they tried that didn't work and lasted less than the length of one expansion.. not exactly headline news there.Because when people talk about FFXIV they only know how to talk about the history because when talking about the contents of the expansions they have no absolute idea, why do you think that when people talk about Heavensward they never mention the Diadem fiasco? Because people don't know.
FFXI produces stable income with almost no overhead.
