If people are missing skills because they haven't done their job quests, then feel free to let them know. Try to do it politely/encouragingly if you want them to follow your advice.

Or rather maybe people should be more attentive to the tutorials and the messages of the game before entering a dungeon? In ARR and Heavensward it was normal to see people without their advanced classes or without all the skills because the game barely told you about them but currently there is no excuse other than being a lazy person who does not care about their time or that of the rest.
