I think that response makes sense...FOR WEAPONS AND JOB SPECIFIC ARTIFACT GEAR.

But it doesn't hold up for most gear IMO. Fending/Maiming/Striking/Scouting/Aiming/Casting/Healing. Weapons and the actual iconic job sets, I get.

We have sets like the Shisui gear where a tank is running around in practically nothing. We have stuff like the late allagan sets where dancers look as heavily armored as the tanks. We have tons of silly level 1 glamour items. Replica sets of older gear without the role restrictions. The Yorha 51 sets with tanks and healers wearing the same dress.

Sure, there are some general trends, the fending set is often though not always at least a bit more armored than the others for example, but really it wouldn't be a big deal if they eased up on the role based gear restrictions.

Not letting you cross glamour weapons or artifact gear that actually are job specific designs, sure I get it. Especially weapons where job animations are made expecting certain weapons. But there's definitely room to expand glamour restrictions for most gear.
