The thought is that any FC who buys a house or moves will just accept their lot in life for the month, every time, always. This is outside human nature. The truth is that FCs will occasionally, perhaps often - kick out all their offline members, demolish their house, relinquish their house, repurchase a new house, reinvite their members, rebuild every single FC private chamber, decorate every single private chamber, lose all workshop progress.

I think that burdening solo players with the 30 day cooldown could possibly considered, if only because a player doesn't lose workshop progress, money, or members if they have to [relinquish] -> [purchase] as a last ditch effort. But this cannot be considered for FCs.
The problem with an idea of making FC's exempt to any rule is already an issue.
Again it's been mentioned many times but the loophole that exists now because of "temporary" rules (as in one character can own a house and than every character can own an fc house). Trying to make rules to allow FC's to be exempt to any system allowing a housing restructuring system wouldn't do anything to fix the problem, sadly.
