I think that part of the problem is that these actions are consumable.
You don't just farm up what fragments you need and you're done. You need to re-farm some of them to prepare for each attempt.
And you can really burn through them if you want to experiment or try out new things, which really hampers creativity and deters people from really playing with this new system.
They've come a long way from Eureka, but the isn't isn't that "players are lazy," so much as "I ain't got time for that shit."

Personally, I'm still working on farming the EX mounts, Savage prog, decorating my personal house, making a Heavensward Anima Weapon, staying in practice with some jobs I'm not playing as much, filling out my orchestrion log, etc.
And that's all when I have time to play FF14.

Delubrum is quite easy, you're right. But that's also part of the problem.
You don't need the Bozjan actions for it.
So I can waltz in with my loadout still prepped in case I get into a duel, a loadout quite worthless for delubrum, and enjoy the content without having to devote the extra time to wrestling with farming clusters and shit.
