I'd suggest looking up what has been censored in the Chinese version of the game(Skeletons are gone as one example). While it is way behind us in terms of patches it has the same jobs as the JP/NA/EU version has. Necromancer could be a thing for our version but it cannot be a thing for the Chinese version, it flat out won't be approved, SE will not make 2 different looking jobs for 2 seperate versions of the game or they'll run into we want that job complaints(which is just not worth it).

Everything to do with Necromancer is a hard no on us playing it until cultures change how they view things, helping to guide spirits onwards etc would absolutely work as a concept it just wouldn't be called Necromancer and if it isn't called Necromancer is it really a Necromancer? NO.

For FFXIV Necromancer playable job is an impossibility, the idea of what a Necromancer can do is not however so long as you lean on the more helping the dead rather than using the dead side of things.

During the early parts when I started playing I wanted Necromancer as a job because I thought it would be a cool interesting take on a caster but as the years have gone on, I realised how much is actually out there that conveys to us it is not happening. 5.3's dungeon solidified this stance even more.
