Gaius redemption arc, ho! As much as people are complaining about this arc happening, it's pretty much just another Vegeta story. Remember in DBZ, Vegeta, the guy who's killed billions of people, destroyed whole planets, sold planets and any remaining population to Frieza etc. Yeah he got redeemed into a loving, caring husband and father. Pretty sure the writers for FFXIV will have no problem redeeming Gaius in similar fashion.

Dragonball is deliberately fanciful. It has it's roots in a pure comedy series, and the author favors Rule of Cool over realism in most cases. Pretty much EVERY major villian, no matter how vile, at least got a chance of redemption in that series (even Frieza was extended a hand of friendship by Goku a few times!), and most of them wound up pals with the good guys in the end. It's far from a great comparison to a title like FFXIV, where the people involved behave more like real people would. Grudges and resentment are far easier to let go of in the world of Dragonball than they should be!
Honestly, though, I wouldn't call Gaius a mass murderer in the first place, so he doesn't compare well to Vegeta. He was a soldier working on behalf of his nation - and a GOOD soldier, at that, working to minimize unnecessary casualties. He had high ideals, and believed that he was working not only for the betterment of his own nation, but also for the betterment of the nations he was conquering. It's not hard to imagine a man like that walking the path of redemption. Whether the people of Eorzea would ACCEPT his redemption is another story. As with Fordola, they would likely be inclined to try him for war crimes, or simply lynch him outright. Nero, if anyone could keep hold of him long enough, would likely get the same treatment. Both Nero and Gaius are treated as uneasy allies, though, because we need their skills - Fordola, too, was eventually let off the hook for her special skills, as well, though she does seem to be making an honest effort to make up for her past wrongs.
The same can hardly be said for Vegeta who, to be honest, was never redeemed in the first place. The best that can be said for him is that he calmed down. He never regretted the atrocities that he committed, and is certainly too proud to ever apologize for them. He's much more comparable to Nero than to Gaius, as Nero, too, has little regard for the suffering he's caused.
