I don't disagree with you, but destroying Garlemald, or at least large parts of it - perhaps even most of it - is in keeping with Zenos' characters. Not sure what Fandaniel's plan is, but Zenos wiping out Garlemald to unleash some kind of new horror would totally be something Zenos would do.
