Yes, queues taking inordinate amounts of time shows the roulettes isn't functioning as intended. Were it happening for every potential instance in the roulette it would mean that not enough people were queuing for that roulette (so rewards might need an increase) but as it stands queues for later alliance raids are clearly demonstrated to be disproportionately long.
This is really cut and dry, I'm not sure why anyone is even trying to still argue it.

The disparity would not be that large if the roulette functioned as intended because the devs definitely didn't intend for artificially increased wait times for some of the content in the same roulette - if they did they also wouldn't have locked current expansion relic weapons behind completion of the content with the longest wait time.

Except they're not trying to fix something with the alliance raid. They write a story and thinks it's fine to make CT raid mandatory for the purpose of the story.
