That's not really an issue anymore. With the Castrum spawntime no longer a secret, usually enough people in the instance are keeping track of the time. Even if you don't know yourself you can always ask in Shout when Castrum will be up. Just plan around it and don't join any CE like 10 minutes before CCL will pop.

This weekend it was just the other way around: With everyone planing for Castrum, some normal CEs often had only like 1-3 people in their queuing list. We have already shifted from "Oh no, only a handfull of people are queing for Castrum, guess we won't make it" to "Oh no, there are more of 48 people for Castrum, I hope I'll make the cut".
Still an issue. Had a run of Castrums just last night that didn't even reach 20 people because people had hopped into CEs that started right before the pop meaning they either die and go back to base and then register, of do their current CE.
