I'm sure you know VII is the first Final Fantasy title on the PSX, and at that same time it was considered amazing. Over time SE(Square Soft at the time) got better with the hardware and you get crisper looking graphics that looks more pretty, and with sparkles. That is why Bahamut never really looks the same, but it is still Bahamut.
KotR does 129,987 damage max, FFXIII attacks can reach 999,999 in a single hit. So raw damage is not really an argument for inclusion.

As far as graphics, I find FFVII's Neo Bahamut to be a far more stylish implementation of the Wyrmking than the interpretations found in FFX or even FFXIII. Art direction is much more important than graphic power.

SE has gone overboard in trying to squeeze every last drop of money out of FFVII. I'm sure I'm not the only one that is tired of it.

That's not to say that the KotR concept couldn't be used again in a different way. Replace them with redesigned Ark Angels and you have my vote~

Of course, it becomes a new summon then.. which is a bonus as well.
