I'm surprised Idleshire and Mor Dhona don't have housing wards.

Realgars Reach, Mor Dhona, Iddleshire.. Eulmore... either place is adventureing areas and not related to any cities or houses... Crystarium and Ishgaard os the other potentials, already gettomg for Ishgaard... probably somewhere in the future for Crystarium as well.

Probably not Crystarium because it is like a Mor Dhona; it is a gather place for the adventures on that Shard.
It only has the apartment wards.

The only place listed that has lore potential for a housing district (other than Ishgard, which we know we're getting) is Idyllshire since the new residents are trying to actively restore and build up that area.

The other areas have lore reasons for why a housing district wouldn't make sense. Rhalgr's Reach was merely a hiding place for the Resistance, taking advantage of the old monk training grounds that were abandoned when the monks were almost wiped out. Ala Mhigo's capital would make more sense for a housing district than Rhalgr's Reach. Mor Dhona, Crystarium and Eulmore are in territories still filled with considerable danger, which is why residents of those areas crowd within the city walls (assuming there's enough room for them).

It's easy to forget that Norvrandt is still heavily populated with sin eaters in lore and it will continue to be an ongoing problem to those who aren't aware of what's happening in the optional related side content. Having a housing district there would make no sense to players still going through the MSQ. At least Hingashi got a couple of brief mentions in MSQ before we went there and Shirogane's existence as a residential district for foreigners makes sense.
