No they didn't, they waited 2-3 months before release. Well before would be before their reveal during the time we were asking for Viera.

"We wanted to give players options and freedom to choose more races. We envisioned adding a new race, but people really wanted the Viera to play in-game. So if we add another new race that isn’t Viera, people might wonder why we didn’t do Viera, so we had to add them for sure."

Thats still not proof they "Had" to. Its a decision they made to make the players happy.
I get the wording said 'had' but saying they literally "had" to put Viera in means that they were forced to do it. Which they were not.
