Aren't skill icons also usable for macros? if so, just make a macro called "Firaga" with the instruction to execute Fire III, and use the Fire III icon

Except for the part where using macros causes you to clip your GCDs every single time. I guess if you don't care about your damage, it's fine, but if you do, that's a critical thing to avoid doing.
