As OP stated, I completely understand old head gear not working with the new races. Hell, that even applies to "new" gear we get thats simply just a recolor (obv), but NEW gear that comes out as either part of a raid series, event, or crossover has NO excuse to not work with Viera and Hrothgar. Same goes to Hair Styles. While I somewhat understand new hair styles not working on Hrothgar as they genuinely have a strange head mesh, new hair styles not working on Viera make Zero sense. If say Lalafell, Elezen, Miqo'te, and Aura get new hairstyles or gear, then there is no reason why SE can't give it to Viera as well.
Don't forget to mention that modders (unpaid and arguably in some cases) less talented than Full Time Game Devs are able to make conversions for Viera (and sometimes Hrothgar) for various pieces of gear and hair styles.
Buuuuuuut I forget that SE is a small indie dev team so I guess I should understand.
In all fairness, the original plan was that Hroth and Viera wouldn't be using head gear at all, and the fact we can use some was an improvisation from the dev team who basically took pity on us. Yoshi never said "change of plans, from now on we'll make sure they can use hats too" so while it's a pleasant surprise to see a working hat/helm/hood here and there, we really shouldn't be expecting them to. That said, the compromise of both races being locked out of head gear was that they'd be getting exclusive hairstyles, yet we haven't seen anything about that either in over a year.
I am ride or die viera. But yes, I think it continues to be upsetting people cause well obvious reasons. But it also seems random which headpieces will or will not be able to be worn. Like you said. Last raid they were wearable, this raid they aren’t. But we for some reason got dungeon head pieces that work (hero’s gauntlet maiming armor full covering head piece works on viera, I have not tested others).
But yea it’s really just an amount of work thing and resources available to do it. They probably choose a variety of different gear sets per patch so maybe in the end it can make the most people happy cause they realize they can’t make everyone happy. Maybe the solution is they need to hire more people idk, but that is difficult in itself. So it sucks... but idk they’re making the best of a bad situation I guess? Trying to at least
But I will add. That yes. Gear/hairstyles that have been purchased or won via competitions need to be a priority imo. I really really really really really want to be able to wear my galicap again, I worked really hard for it...

You know the only reason they are lazy with vieras is because of hroths, under the false pretense of equality, they will also never get new hairstyles, never.

I believe we will get new hairs for viera, they said we would, it's more of a matter of when. Sooner, or later? I do think they are treating viera/hrothgar as one race, so I doubt we will see updates for one without seeing updates for the other. They also stated that hrothgar would get new faces, so I assume that those would be coupled with viera hair.
However, when it comes to headgear viera are probably more difficult to work with, when it comes to clipping than hrothgar. Theoretically, it should be fairly easy to just plop a hat down on a hrothgar's head. So, some could probably make the argument that viera are the reason that hrothgar aren't getting as many hats.

I don't really use many hats anyway so I don't really care.
Agree. They're treating Viera/hrothgar as once race, so if Viera all of a sudden gets hats/helmets and hrothgar doesn't they know people will complain. This is such a basic thing that I'm surprised people look for all the excuses in the world but this one. Trying to fit a hat on an animal in real life is very hard, imagine trying to do that on hrothgar, it's like trying to fit a hat on a lion.
