As OP said, they set a precedent with Copied Factory, adjust the hats to work on Viera; then boom, the second raid comes out (Puppet's Bunker) and they can't wear some of the hats. They're being incredibly inconsistent.
hrothgar is hell, because of the volume of hair behind them + their slouch, to make hats work...but Viera? No
For a company with so much money and a reputation to uphold this is embarrassing.
Why? It's very clearly stated that they're not available for Hrothgar and Viera. Just because you paid money for something doesn't magically make you entitled to something that was clearly stated upfront to not be available or that didn't yet exist when you purchased it.

I can't think of any other mmo where you buy cosmetics you can't wear on specific races.

Tell that to FFXIV 1.0, GW2, and world of warcraft; they do indeed have a lot of bearing to the reality of this mmo.
So it's wrong and will get them a constant and consistent criticism. Just like the many things FFXIV 1.0 got wrong for not adapting to the mmo standard. It's more than "so," these things have a way of adding up to the point where the dam breaks.
There's a precedent there and they're following it, but it's one that goes beyond the raid and defines the types of headgear that work and the types that don't.
The first raid head pieces are headbands or small hats that don't affect the hair. Those work.
The second raid pieces are large hats that cover the entire upper half of the head. Those do not work.

SWTOR is probably worse about this. Three or more races as far as I know that can't wear any headgear. SE is content with viera/hrothgar being limited. I don't think they really feel there is much of a need to fit most headgear to them. They also seem to have a sense of quality control. They will let viera use some of the smaller hats, but the potential worst offenders of ear clipping are not usable.

Yeah because apparently people here have no standards. It's a "miracle" we get glasses, I have to laugh.
They've said we're getting more but no timeline on when that will be, you can buy one of the working hats for Viera on the cash shop to support this struggling indie company in the meantime.
