Why don't you just level BLU yourself, grab Missile, Ram's Voice and Dragon's Voice and just enjoy the event like the rest of us?

Just my personal opinion, but BLU is a half-baked niche job that isn't worth the effort of leveling, especially since the only time in recent memory that it's actually useful is one-shotting fates for this one event that will be irrelevant pretty soon.

Yo-Kai event and being a completionist aside, there's not really a use for BLU since you can't even take it into duty finder or do any actually relevant content with it.

Effort? Just grab a friend and have them powerlevel you outside Costa/Mor Dhona/Idllyshire. Takes all of an hour, tops.

On a more serious note, it's really only good for this one niche event, and becomes otherwise useless as a "job" with no access to relevant content or even the ability to be used to do dailies. It's probably worth leveling for the Yo-Kai event sure, but it's just going to return to being useless in the next few months once the event is over.
