It wouldn't be an extra 3 minutes as those would-be tanks might clog up the dps queues as well. And even now, in cases where tanks left/gets kicked, I've seen wait times for replacements (if people don't abandon/leave) longer than any single-pack-pulling tank could make a dungeon take longer unless the entire group is lacking.

And that also doesn't do any good for the tank who can still queue faster as a tank.

And you very much can tank as DPS. I know because I've healed one such DPS after the tank disconnected at the start of the dungeon and we couldn't kick him for a couple of minutes. ¯\_(ツ)_/¯
Fallacious argument. That you can tank with a DPS doesn't mean you can't do it easier/better with using an actual tank.

Otherwise, if you really think that, then you'd have no problem with "you pull, you tank" attitude. After all, you can heal through them just the same.
