it's a mix of lots of things. the clothes (or lack of) the face features, the pose we see, the facial expression, the body shape, all of that mixed is what a boss more or less sexualized. Look at Shiva, she has all of that, a sexy body, revealing clothes, beautiful face and expression, sexy pose. I haven't seen ANY male boss that has all of those things together.
Because what's considered sexy is different. There's a reason there's thousands of years worth of men being sexualized with displays of power- muscular, bare chested, defeating monsters or fighting armies. Power and success are generally a major part of being sexy as a male- if a man can show dominance in some way they'll look sexier than an identical twin that's failing. Men aren't sexualized by high heels and feminine faces.

SE has presented numerous males and females that are traditionally attractive- powerful, imposing, muscular men is actually kind of overdone, perhaps even tawdry at this point. In the snippets of boss dialogue and personality we get, that power is further reinforced. When you look at some of the most handsome men- Cavill, Hemsworth- perhaps at their best as superheroes with great power, Superman an emotionless greek god in appearance and power, Chris an emotionless norse god. Limited emotional range, physical fitness, power. Seriously I don't think Cavill's expression changed once from the beginning of BvS to the end of Justice League- as if they got an actual greek statue to play him. Which is another thing on attractive male emotional ranges- there's a reason handsome statues are usually neutral in emotion, or at most show the one acceptable emotion, rage.

It shouldn't be overly surprising they've made most men masculine and most women feminine in the game. Have they exaggerated it? Yes, there's no real woman who can manage the ice cold teasing seductiveness of Shiva, nobody as divine as Lakshmi- in part because they are legendary, godlike being meant to be divine exaggerations. Similarly, nobody's going to ever lift and squat like Titan, portray a vengeful god like Kefka or possess the cold, statuesque mechanical grace of Omega-M. Anime's already an exaggeration of features and eikons take that to an extreme. Overly feminine and overly masculine fanservice is almost the norm at this point.

Though, the game could use more Gaius giving the WoL a headpat.
