That's a strange example/ set up.

If an instance is filled with 72 people and only like 8 are trying to spawn something that would only accept lets say ... 24 people then the 64 people who are afk would be wasting their time by sitting there doing nothing as they wait for a 1/4 chance to get one of the remaining 16 spots seeing as the 8 who spawned it would have priority. They can't know how many people are AFK or helping spawn things, for all they know 22 people are helping spawn that thing and they're just waiting there for nothing.

AFK at base works in Eureka because it's a fate system that's open to everyone ... so you CAN wait for a NM to pop and see it on your map and just go there and do it. You can't guarantee you're gonna be picked for fates here though if you afk. so you could be waiting there and just never get lucky.
