Anything adjusted for all other jobs with less self healing than PLD would make it a cakewalk for PLD, and not even necessary to spam it.I don't think Clemency would need to be adjusted. Solo Savage content should have strict DPS requirements by role; a PLD spamming Clemency would never clear it.

WoW has Mythic+ dungeons, though I guess those are technically 5 player.
You adjust it by roles. Tank DPS is relatively balanced, so if you make the DPS check super tight then even just a few Clemencies would probably derail a PLD.
I haven't looked too much into 5.3, but that sounds nice. I hope it's good.
If you tune it so that any tank but PLD can barely survive it, PLD is going to have an easier time (and therefore be the tank of choice in detriment to all others) due to the relative OPness of Clemency. No spamming necessary either.
Clemency being overpowered doesn't have much to do with people incorrectly spamming it in duties. You can survive much better than other tanks using it sparingly and not spamming it.
And to make it a time-sensitive issue, with tight DPS check, you can't have tuned to survivability as well. You'd have to pick one, you can't have something require 100% uptime and also require you to survive at any cost (sacrificing DPS for your self heals). Ofc this only applies to a solo thing.

Honest question: When you say "solo duties" what are you referring to?
Erm, things like job quest duties; MSQ duties; etc. that have fights you take on solo. Solo Savage content would probably be structured similarly; just with more role specific, unforgiving mechanics, and a strict DPS check.
