Male Viera exist in this game, Male Viera are mentioned several times in this game (as are Female Hrothgar, even more than M!Viera), for the missing genders to become playable it wouldn't actually break any lore rules unless an avalanche of NPCs showed up, and even if/when those NPCs show up they'll more than likely offer some Lore Excuse as to how they're suddenly there (e.g. Queen Gunhildr, a random Viera needing assistance, what have you).

Also, I know this is petty but the "erp fodder" comment is rich coming from someone with THE more popular race/gender combo for erp.
You don't get to decide that lore from this game is somehow entirely separate from other entries in the franchise. I get that that suits your narrative and all but it doesn't make it so. Even the lore in game states male Viera aren't commonly found amongst the rest of society. We aren't playing padjal any time soon either for (amongst others) the same reason.

Whether the people running around you in town are recognized by the quests you complete is entirely moot as well. They don't need to be, they're very clearly there.

I'm not interested in lore excuses. There's no reason to need to make an excuse, we don't need more resources wasted on content that's entirely cosmetic and adds nothing to gameplay. Thanks to corona we aren't even getting our normal patches on time, if you think the devs are going to be surprising everyone with a new race (which is what it'd be at this point functionally if not in name) then I've got this awesome bridge I'm selling that you might also be interested in.
