I dont see why any of the NPC and rewards should go away - I'd expect the last stage of recipes to simply stay active, with some sort of story-twist like "Even though we're done with the restoration, we still need those materials for repairs if stuff breaks" or something similiar. Doesnt seemt o far fetched to me to still need new cabinets, even after everyone moved into their homes. They could also just claim that the items that are being delivered now will go towards restoring other parts of Ishgard (without us ever going to see that).
I fully expect the restoration to stick around as a leveling opprotunity for new players, even after we completed the housing area.
