There are many progressions you probably missed on. Like Mor Dhona, Idyllshire and Ralghr's Reach. Those looked very different at the beginning of their expansion.

You can still help with next progression, but I guess if they are indeed releasing housing, they can't wait for everyone.

Those progessions however were not associated with any kind of event though. Ishgard restoration was designed for us to have involvement in. I would have liked to seen how each of those areas looked originally but they wernt connected to anykind of progession that was supposed to involve everyone, ishgard is supposed to involve people who participate.

It has involved the players who chose to participate at the time construction was in progress.

This is not a construction stage right now. This is a preparation stage, as the NPCs will tell you if you talk to them. They're deciding what to work on next and what supplies will be needed. What we're currently turning in now is for maintenance of what's already been completed.

Once they're ready to start on the next section (5.3x), we'll start with a stockpile stage turning in more gathered and crafted materials specific to the new area being constructed. Once the stockpile is complete, we'll have another construction stage - the FATE - then it will repeat until the new section is completed. A new preparation phase will begin and we'll be back to turning in stuff while we wait for the 5.4x content to be released.

People show up to participate when it's ready to start or they don't, just as on a real life construction site workers show up to build when the superintendent or foreman says its time to build. If they don't show up at the right time, they don't help build that part of the construction.
