Disagree. I wish there were more tank heals like Clemency. Makes my job as a healer easier.In high end content, I feel Clemency is fine and doesn't need adjustments.
In 90% of the game's content however, I feel one skill is overwhelmingly powerful compare to the others - and that is Clemency.
In solo play the skill is powerful it can carry Paladin's through fights that they wouldn't be able to clear otherwise.
In PUGs, the powerful skill can be a very troublesome player trap causing some players to depend on the skill when it rarely is, if not at all necessary at all with active healers.
I feel balancing skills around solo / casual play is something that should generally be avoided, but I feel Clemency is so strong in those situations that it should warrant an exception.
What do you all think?
Probably one of the reasons OP fearedit being a "player trap". That said...
If a Healer or both are dead, then the lifeline is lost (bar a RDM or SMN being in the party), and DPS should then be a secondary concern until their back in their feet (unless its a DPS check, in which case all is usually lost anyway) so having self sustain would be worth it if it can salvage the run and prevent wipes
Otherwise, yeah, Tanks should prioritize DPS, mayhap this is also why OP fears it being a player trap as well
