I was actually thinking that maybe they could reintroduce the old class skills to classes and low level jobs, then once there's a new skill, that active skill would become a trait instead.

Let's take Rogue for example:

Rogue will have Kiss of the Wasp back as an active that increases phys damage to 5%. You had to activate it in order to boost dps.
Then later down the line, you'd have a trait that would upgrade it to Kiss of the Viper, which would increase phys damage to 10%.

Once you get to Ninja however, Kiss of the Viper will become a passive Trait, implying that your weapons "are always coated with venom", so you don't have to coat it again and again. The trait would always boost your phys damage to 10%.

This would possibly give a lot more active buttons to the older jobs/classes, improve job identity and lore, and possibly fix combat gameplay at low levels.
