I only can do an hypothesis.

I suppose tanks are used to keep it to avoid "push-back/projections" attacks. The slow-down effect is probably considered as secondary.

If you take the habit to use it in you rotation, you could end to be tricked by yourself when you need it to avoid a push back and the enemy has resist already.

this could be true but how many mobs really have that outside of bosses realistically? not a bad hypothesis though

Might have been stupid but for a long while I thought the "Slow" effect just reduced movement speed (like "Heavy") instead of attacks. It was until I by chance read in some thread or comment that it slows attack that I found out. I guess I didn't pay much attention or consideration first time I read the Arm's length tooltip and set my mind to thinking it was just movement speed ever since.

Same might be the case for others. An explanation in the tooltip of what the "slow" effect entails might help.

Another factor is that it didnt have the slow back before Shadowbringers, so people read it once and never looked at the updated version.

Arms Length + Reprisal is fantastic when there are 12+ enemies trying to swing at you.

Pretty sure it always had the slow. Tanks just didn't get to use it though, so that aspect of it was largely pointless.
