I know this issue exsits since release and that isghard will add a few more plots but its still not enough by far. Also i think FCs should be given prority when a plott is free or make it possible to convert a private house into an FC house. That would atleast solve the issue for some FCs.
Actually the issue didn't exist until they allowed individuals to buy houses. Before then gil was much harder to come by and only FC's could purchase plots. They started allowing individuals to buy houses because the wards back then were mostly unpurchased.
