What you're asking for doesn't involve the meta equation. Meta doesn't become a thing until you're in content where switching job is already allowed.

However, since you have experience with WoW, how often did you encounter situations in PUG content wherein players are asked to change to a more meta spec?
I mean people usually don't even say anything when PUG healer refuses to dps for example (which can easily be seen by everyone and is obviously not meta play). How would they force people? Threatening with kicks? Also not sure what you mean with "not invited", does this mean they will kick you if you don't have those 2 jobs leveled? Do you really see people doing this in FFXIV right now over something like that?Only because you don't have stuff like your suggestion to force this on people. And players will force this on people.
By the way, this was a feature in the dungeons of 1.0. And they where worse for it. Everyone played Black Mage till boss then swiched to Monk then back to Black Mage. You HAD to have these classes leveled or you where not invited.
I'd rather this game not fall off the cliff that WoW is currently swan diving off of thank you very much.
Currently, when you're queued in duty finder, you can't accept it if you're in a cut scene. Please change it so you can accept and it will exit you out of the cutscene to start over. It would be great if you would make it also change your class incase you're not queued as the job you're viewing the cutscenes on.
The way it is now, you're forced to sacrifice cut scenes or endure long wait times while standing still

Healers who don't dps? What are you blithering about? It's cause fights aren't built with healer dps in mind maybe? Although thanks for bringing that up as I can add that to the "stuff you don't have to do but is enforced by the playerbase". Thereby successfully proving my point. You don't have to dps as a healer, just like you won't have to change classes under this new theoretical system. Buuuut it will make the run 10 seconds faster so hands tied I guess.
You overestimate people's capacity for understanding. Currently the only thing stopping people from kicking people left and right is the classes being balanced enough so that time you lose kicking and waiting for a new person isn't worth it.
And once again this system is detrimental to people who do not multiclass. That's even before we get into the gearing issue.
Quest won't progress when you accept a duty while in a cutscene. However, it does suck when you are equipped with another job than the one you queued for, then you are indeed forced to either skip cutscene so you can switch, or decline the duty.
So encounters are designed so healers have to stand still and do nothing for 80% of the fight? Even Trust NPC healers dps, they don't waste global cooldown. Not dpsing as healer clearly goes against this game's meta and is indeed kind of enforced by the playerbase, yet still you barely see anyone say anything when healer does refuse to dps. This would prove the point that PUG groups in this game don't care enough to force others into meta.Yes. Yes I do.

Should be able to do this when you are missing a player and not looking for a replacement so doesn't mess up the que
You could do this in 1.0.
In fact it was needed for some speedrun strats, which actually rewarded additional treasure chests based on speed and progression.
Back in the old days when dungeons meant something. Now they're just cookie cutter dry single hallway trash mob to boss.

Never outside of Heroic/Mythic raiding. In LFD/LFR, I encountered people queuing as tank or healer and then not filling that role more times than I can count. It's hard to say which was more common between the two roles doing this, but it was frequent.
