ESO made the majority of the helms either "buckets" that deform to fit over Khajit and Argonian muzzles or open faced. Most of the post 50 FFXIV helms are head swaps with ear additions which work fine for most races since they only have 1 head model. Hrothgar have 4 different head models (one of which has a horn)

With viera they have to make veira versions like the did with miqo'te and it's a lot of armor to change. It also would look really stupid with large ears.
It is the 4 different ear variations that make the Viera tricky. All 4 are shapped differently so it is not making 1 ear addon as with the miqo'te/elezen/lala versions, but would require making 4 different versions. Hats are also problematic because each ear set clips differently.
