By that point, most people would expect some semblance of a challenge. But when the first alliance raids have zero mechanics, it paints a false picture of what the game is going to be like later down the line, and it's my belief that this is the reason everyone thinks FFXIV is baby's first MMORPG. Again, not asking for savage difficulty here, just want to be able to do mechanics again. A WoW player will encounter CT, he'll see that there's no mechanics to do, and he'll quit because that tells him that even endgame content is too easy. Say what you will, but level 50 content WAS endgame content at one point.
The point that it WAS. Long time ago. Should CM and Praetorium also be bumped in difficulty? Force level sync to say 70 so it's once again less of a faceroll? It was ARR endgame. These are the new players introduction to level 50 content.
If you want to see level 50 endgame content, then Keeper of the Lake is not a faceroll, despite being a story dungeon. Then there are ARR 50 (Hard) dungeons ending with Amdapor Keep (Hard) which would fit ARR endgame better. And of course there are EX primals and Coils. Hells, take a bunch of sprouts to optional dungeons like Cutter's Cry, DD and AV.

That aside, at this point CT is pretty much a (side-)story content, and while optional, it's quite relevant for ShB.
