It's up to the development team themselves to decide whether the resources are worthy of investment. Though given that Lord of Verminion is updated every single patch despite seeing a very small amount of engagement from players I'm inclined to think that a proposal such as this is not nearly as 'impossible' or 'useless' as some are seeking to imply. Furthermore, the development team has already gone to great lengths to allow players to tweak their experience to their liking. Another toggle isn't going to bring the game to a crashing halt. Some desire it for the sake of immersion - others just do not want to look at characters designed to be as revealing and suggestive as possible.

You can keep repeating the phrase that people can just look away, though that's another deceptive argument that doesn't take into account the simple fact that different people see and experience things differently. Some players are hyper-perceptive and can't help but take note of things that stand out. It's much the same way as how players should not be forced to watch a video and expect to pick up mechanics through such a medium when there's groups of players who learn best through reading a written guide and others need to experience a fight directly to get to grips with it.
