Yeah... Let's be careful about saying something is always this or that, when in all three past series of beast tribes, they have changed up the formula a little, including the rewards. It is good to use past data to see possible precedent, but not assumption.
I think it is safe to say Shadowbringers will have a unified beast tribe quest, and we will get new rewards after we finish it, and I don't think anything is off the table. Like, for example, if dwarves are going to be a beast tribe, I am not sure if we will get vendors of them just because we got vendors for the ones in Stormblood. On the other hand, vendors would make perfect sense for the pixies.
We can wait, hope, and see.
I'm guessing dwarves for crafters for the third one. I think Nu Mou were listed as a beast tribe, but they may have changed their minds. I think they said that the rat people (forget the name) in the Peaks were meant to be the beast tribe crafters in SB but they changed their minds and went for Namazu because of their popularity. So it could be the Nu Mou were changed too.

I'm hoping the third beast tribe is warg but it'll probably be more dwarves.
Mord would be good too but I'm doubtful of that as well.

Dwarves or Nu Mou would be the only options that aren't basically a retread of an existing beast tribe, short of pulling another new race out of nowhere.
This is apparently a beast tribe.

We all know Lalafells are barely-civilized hellspawn eagerly awaiting the chance to rise up and chop our knees off. The people of the First just outed them for their own protection.

Dwarves are listed alongside pixies and nu mou on the official website as "New Tribes". They have also been referred to as a beast tribe by the devs during fan fest. It was mentioned that the culture over on the First is completely different after millennia of separation. Just because we think lalafell are "civilized" on the Source doesn't mean they're the same everywhere. Dwarves are very insular and don't interact much with the "civilized" races to the point where to see one in their company is considered surprising. I believe they were also said to be aggressive by the Eulmorans.
They have been via the lore books etc I think pointing out lately that the term 'beast tribe' is mostly just an arbitrary distinction based on racism anyway, so why not.
