Honestly, and I know people will disagree with me, I feel like DH shouldn't useable by any jobs other than DPS just like Tenacity is strictly a tank stat and Piety is a healer stat. I also feel like DET and TEN should hold a bit more weight.
Healers aren't pissed they have to heal more. They're pissed because they're healing the same as they always have, or in a lot of cases they're healing LESS, and their DPS,which still occupies 70-90% of their time, has been reduced to spamming a single button. So what used to be,at least, somewhat interesting is not the equivalent of spamming a single button to win. Won't even get into AST card problems, the fact that a new rework is posted in the forums every week from disgruntled AST players is enough to prove that was a mistake.

As for tenacity,I won't get too much into it, all I know is that in order for it to be worth it, you'd have to stack more than the game would allow you. And the only reason it'd be worth it is because, in said scenario, it'd save a healer a GCD of healing, so, it'd go right back around to DPS.
