    Just FYI, a chance of proccing rainbows scales with a number of people in the instance. People leaving are not hurting your chances.

    is it fate scaling, if so it hurts a lot and you won't get bonuses either.

    It does not. I've seen many spectrals procced with just a few people on boat. And if you are solo you are almost guaranteed to have one every location. Less people hurt you only if you are full AFK.
