Very, very rarely does a video game actually produce something 100% close to concept artwork, not because the devs are lazy but simply once you actually mold the models and world you almost always have to change things about the design, so I can't really see that as a "negative" or "bad thing" in this regard.

While it could be done better the design is still similar to the concept art work. They did the Rivirne Site in FFXI beautifully, so I'm pretty sure they can capture some of the more beautiful concept artwork with a new graphic engine. In XIII/XIII-2 the concept > mold was still very similar so I don't think it'll be a problem as long as you leave your mind open for changes and not expecting a 100% replica.
