I mean... I'm pretty sure I remember there being a bit about literally raising an army for the express purpose of "vengeance against the finless ones" or something to that effect. I sure didn't interpret that as mere piracy, no matter how contrived that part of the story actually felt (imo). Like, the queen was birthing an army because the Ondo wouldn't join her to go kill people is how I took it.
