First off I cast my flame thrower every time I can get a chance because I like the flames be I in town the fc house or even my own private room I cast it because I like the animation... so honestly yes they do you CAN NOT KNOW A PERSONS INTENT UNLESS YOU KNOW THE PERSON. everyone does things for their own reasons If I took time to work on my ast id use the star ability every where because I love the pretty star effect on that move they use.

I like flamethrower too but if it had no cooldown I wouldn't go around town pressing it every GCD for 10 minutes because as a reasonable person I realize that might be quite annoying for everyone else at my expense.
