The ability to do it is out there. They just prefer to take it like a police state where if anyone reports it, they take action.

This is a bad way for a game to be ran. As someone said, The GMs need a hard set guidelines, not personal feelings on an event. But by this logic, everything anyone takes offense to, or is bothered by is harassment. I love FFXIV. I want to keep loving FFXIV. But seeing how the GMs handle the game and enforce its policies is insane. I've been harassed before and simply told by a GM to blacklist them. Thats it. But spamming abilities warrants a ban. And after seeing Arthurs get banned for saying to his stream chat mocking someone, and directly having it referenced by twitch clip shows how insane its getting. After years of a stance of "If its not in an official SE platform, we won't do anything about it"
well, if they turn them off then ppl cannot watch their skill in other city to see how they look, it's not legel that you cast your skill in the city, but it's illegal that you use it and alot of ppl feel that you abuse your skill to annoying them, so cast it else where that has less ppl

like, i can make a party in my house, there is no law to prevet it, but when my party start to annoying my neiborhood then they can call police on me, fair and square
