Didn't someone else post on the forums about two months ago about a similar issue or is this the same incident?

well, it's limsa, there is a horde of zombie hanging around it, it's laggy, and spam holy inside it might bother other ppl and they can report you for harasement, that nothing new, remember about a year or 2 i saw someone post a pic about they getting banned because they spam emote in normal chat channel in idylshire
pretty light show I mean if you don't want to see it don't sit there and watch it its your own fault if your being "spammed by a spell effect"
Sadly its not the game the majority of todays gamers are nothing but little crybabys over everything and to make things worse the spineless staff on games any more just suck it up and say well this person was a crybaby and complained we have no choice but to ban.
Really, I don't blame the game when the real problem is todays gamers are basically babies like they haven't been in high school or something and deal with real issues instead of fantasy world ones.

I think basically anything can be classified as harassment these days if someone claims it's bothering them then the "offender" refuses to stop.
And that is no better. If using a spell in the city is bad. Turn them off. Make it so you can't cast. If emotes can be spammed, do like other games. Make it so that if you use too many, it times out. The ability to do it is out there. They just prefer to take it like a police state where if anyone reports it, they take action.well, it's limsa, there is a horde of zombie hanging around it, it's laggy, and spam holy inside it might bother other ppl and they can report you for harasement, that nothing new, remember about a year or 2 i saw someone post a pic about they getting banned because they spam emote in normal chat channel in idylshire
This is a bad way for a game to be ran. As someone said, The GMs need a hard set guidelines, not personal feelings on an event. But by this logic, everything anyone takes offense to, or is bothered by is harassment. I love FFXIV. I want to keep loving FFXIV. But seeing how the GMs handle the game and enforce its policies is insane. I've been harassed before and simply told by a GM to blacklist them. Thats it. But spamming abilities warrants a ban. And after seeing Arthars get banned for saying to his stream chat mocking someone, and directly having it referenced by twitch clip shows how insane its getting. After years of a stance of "If its not in an official SE platform, we won't do anything about it"

"Spamming" an ability is not the same as spamming. Spamming is spamming a chat. Repeating something over and over again. Using an ability over and over again is not "spamming" in that sense. Or, are you saying I can now legit report WHM that holy "spam" during trash pulls... or Bards that spam quick nock because its "Spamming"
well, if they turn them off then ppl cannot watch their skill in other city to see how they look, it's not legel that you cast your skill in the city, but it's illegal that you use it and alot of ppl feel that you abuse your skill to annoying them, so cast it else where that has less pplAnd that is no better. like, i can make a party in my house, there is no law to prevet it, but when my party start to annoying my neiborhood then they can call police on me, fair and square
Because spamming something in a dungeon when it helps you complete the dungeon is definitely the same as doing it in a city with the intent to bother other people."Spamming" an ability is not the same as spamming.
