Well thats the issue Devs have with jobs like Bluemage and Beastmaster though, they dont progress like all the other regular jobs, they require you to do more than just level from a to b like the other jobs and the Devs basically dont find it fair for a job to be like that, not to mention it would cause other issues. Yoshida gave an example that if they made Blu a full on job then parties for raid and what not would then have stuff like "you must have so and so skill to join as blu," and beastmaster would be on the same boat as you would need to tame and train your beasts. A working full on bluemage job would basically have to loose the learn aspect and have you learn via level like all the other jobs, you could "learn" via like job quest or maybe they could have "learn" as an actual skill that just pulls a random skill from a small pool of skill but it just wouldnt work like how it does now. So yeah full job Beastmaster would have to learn its skills via level, then have maybe it would couple set beasts you can call into battle similar to SMN more focused around your weapon with the beast aspect just being tagged on.
