It's "especially funny" to not be familiar with a dungeon and wanting to play it safe? Or perhaps they don't feel their gear is up to par with the dungeon?

I think they're saying that describing oneself as being "new/inexperienced" as a tank by level 71 is funny, as they'll have hours upon hours of experience in playing that class/role by the time they're in ShB dungeons. Not that they're unfamiliar with dungeons/worried about their gears iLvl.
Have you seen some of the people in Copied Factory? Levels / gear doesn't equate to skill / experience.
Sometimes people just suck and need to take the extra minute.

I agree that gear doesn't necessarily relate to skill/experience (to an extent, someone with a TEA weapon is probably good), but levels most certainly does correlate to experience.
If you made it to the Copied Factory as a tank, you cannot seriously tell me "I'm a new tank, pls be patient!" That's absurd, it's endgame content. I will laugh and think you're making a joke.
New/inexperienced cutoff is around the end of HW for any role, by that point you should be relatively familiar with your class/role solely from the hours pumped into playing it. If you're still struggling, that's not because you're new or lacking experience, it's simply because you're either bad, not doing something properly, or something else has your mind occupied (such as being sick, as you said).

There are multiple things to consider when someone is tanking a dungeon, not just "Well they are leveled enough to be here, so they must know what they are doing."
Real talk, after a certain point, all trash pulls are inherently the same. So you can be as new to the dungeon as you wanna be (and i'd better be getting a bonus if that's the case), but its not anything really new. If you come into the dungeon with trash gear (e.g. less than HQ385 crafted in the example of Holminster Switch) that's your own fault and I'm absolutely gonna call you out for it. Maybe even leave rather than put up with you, depending on my mood. Kick you if its really a problem, although Square finally implementing a minimum item level mostly mitigated that.You didn't.

Again, past a certain point you are absolutely not an inexperienced tank. People are gonna expect you to play like the level you are. Its why people tend to have more patience with the lvl 33 tanks making their way through brayflox than with the level 72 tanks single pulling the bear at the very beginning of Holminster.
So actually yeah, if youre leveled enough to be in a SB+ dungeon, i am going to expect you to know how to gear appropriately, tank trash and use cooldowns.
While I haven't seen a lot of healers doing that (mostly healers overgeared on easy content) I can understand why, healing bigger pulls is far more optimal and far more engaging than single pulls because the increased damage forces you to use something more than only your aoe and sometimes 1 or 2 heals

I've found that people who make it to ShB with only GNB for tanks are the exception rather than the norm by a large margin. And while I will cut such people some slack, I do expect them to still have some basic tanking competency. Either from having played up to that point watching other tanks play, or simply from reading/practicing a little with their abilities on their way up to 71.
I mean, it's not like tanking is particularly difficult lol. It's mostly just proper CD cycling and threat management, that latter of which is laughably easy with the enmity changes in ShB.
