What does this have to do with people not moving for the reason to get kicked?
You are defending the offenders here. I had this too, I was literally walking backwards (S-button) out of a dungeon without turning until the exit prompt came up and left. I really hated that one and turned off my PC and went to bed instead of trapping innocent people to wait for 5+ minutes for the kick itself and then for a healer replacement. How can you "communicate" with a person acting to be AFK anyways as he or she is most likely doing everything BUT moving and talking to fake AFK? Also, so far, I don't think playing the victim card does anything so far. I had people trying to report me, I reported people for equally low-level stuff (out of fear I might be one-sided and get a strike) but realized the GMs are actually "okay" to "cappable" in their decisions. They won't ban anyone for going AFK once. How do I know? I went AFK in 2015 for 4 dungeons straight. GM Karsul told me he watched me doing it even, so you can basically have "problems" for 5 dungeons straight until you get into trouble - a 24-hour suspension. (I tried suicide by GM becaus I had really low intentions to ever play this game again. That's why I behaved like a despicable douche. Then I realized FFXIV is actually what I enjoy, and then there came Red Mage...)

But you gotta draw the line somewhere, and even 4 times it's too much! So back then it was even a offender protection going on. I should've penalized wayyyy earlier. So really, no "victim cards" or "just existing in the game" gets you in trouble. It's misbehaviour like mine, and thankfully I understood how good this game is before I really wasted my account!
