Sprint is a personal CD to be used when the player feels best.
A tank might want it for mitigation while chain pulling while healer/DPS will want it to dodge the AOEs that occur once the tank stops pulling more or during boss fights. That means that other than when you first enter an instance, it's pretty unlikely for everyone's sprint to be off cooldown at the same time.
Don't expect others to Sprint just because you're going to. They may not have it available.
And that gap gets bigger as the other player has to wait for their Sprint to come off cooldown to catch up.
Expect all you want. You still have a responsibility to be aware of what the rest of the party is doing and act accordingly. It's not all about you.
... this is starting to feel like people dictating how others should play their characters. While there is optimization, unless someone is an FC member or a constant party member I don't really feel any need for them to "keep up" as long as the run is done in a reasonable amount of time. Wall to wall pulling with optimized sprints on the whole party is great ... but if I'm partying with randoms I'm going to be fine with people just doing their role functions in a average manner.

When I tank, I use sprint to mitigate dmg when I mass pull. It saves me an early use of a defensive cd while running. When I stop, then I use a cd. If everyone else decides they don't want to use sprint for whatever reason, that's fine because usually one of these two thngs will happen:
-I survive long enough for the healer to reach me and we live through it
-I die and I don't mass pull again.
Now the funny thing is that there are very few dgns in the game where if you manage to run ahead and the healer isn't right behind you, your mortality rate is definitely assured or very near it. Depending on which tank job I play, I may try it or not. All you need to do is to assess the kind of party you have and what can you personally do as tank when you sprint.
As a healer, I just piratically hug my tank. If tank sprints, I sprint. If tank doesn't, I don't. There's no reason not to and also it syncs the sprint cd. I love doing it even more as WHM, when I can swiftcast a holy to interrupt mob onslaught, cast whatever I need on my tank, then continue the holy fest. Hell, I've memorized the dmg that some enemy aoe does so well, I might not even move and continue to let it rip.
As a dps, I sprint all the time, regardless. I know when to stop. I know when to keep going. I've rarely tripped up the spawn flag in a dgn doing so. If you get mad that I'm running ahead, I'd just laugh it off because I'm not tagging mobs for anyone. I'm not playing to assuage your fear that I might go out of line when fully know that I won't.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.

And again, I sprint all the time, this is not a personal argument, it's just facts. Myself I HATE pokey players in DF but that's DF for ya, patience is a virtue?

Now why in the WORLD will that ONE member is able to have all of the power to set how the "Pace" should be? Just because they're moving sluggish? I think not and that person should be on the SAME pace as everyone else. I use it all the time if the AoE is large or if I get a late start on moving (or I'm not properly positioned for a Yaten). Being able to sprint in the battle was one of the best changes they made.
As for sprinting other times, I use it if I'm behind and need to catch up or if I'm tanking and want to mitigate rhe damage taken as I grab multiple packs, but I'm not so impatient that I expect others to sprint to keep up with me. I can wait the 5 extra seconds it takes for them to get there. It's not a huge deal.

I like to keep it for when it's needed, whether that be for keeping pace with the tank or for dodging mechanics. To me it really depends on how it best fits in with the group I'm running with but I rarely play tank/healer so I'm rarely the one setting the pace.
