I just wish that you can save spells in slots when you change "active set"

There's a way to do this using macros and class hotbars. Basically you build the BLU hotbars on Gladiator as an example, and then use a macro to swap your BLU hotbar with your GLA hotbar. Not the best solution, but it does do what you are asking for.
