Fair, but one could argue they didn't properly explain themselves. Imagine if they actually went and said so before patch. Everyone would have probably been ready for it that wanted to. We knew we were getting a glorified PF, but nothing else. The request for something challenging to do in groups of BLUs came from the community though. And it's fair to have a (non-mandatory) reward for achieving these feats.
Also, no, BLU wasn't really intended to be all about solo. People simply got stuck on a few badly translated powerpoint slides and stretched everything to make ridiculous assumptions.
So, that side-content getting more varied stuff to do (including difficult content) isn't really a surprise. SE never said that BLU was only going to stay within that "casual" zone forever. Especially if the community requests something else.
In short, one might criticize how they did it, but not the fact that they did it since "we" asked for it.

Even if they properly explained the changes and additions, people would still be dissatisfied and levy the same complaints. At this point, there is no pleasing some of the player base regarding BLU unless it becomes a full class - something I doubt is gonna happen ever or even if it should frankly.
I keep seeing the "poor translation" excuse being made. It doesn't hold much weight though as the Japanese community expected a solo job and complained just as much as we did with what we got. Also, no, BLU wasn't really intended to be all about solo. I think you're pretty clear on it with the "we" but just in case, we is nebulous as some of "we" didn't want that. No echo PF blue is opposite direction of what I was hoping a limited blue would go (I mean DF-able blue would have been awesome but if it HAD to be limited non-df being shoved further into the PF was not where I wanted to go).The request for something challenging to do in groups of BLUs came from the community though. Like I said I think you were basically saying some of us, "we", but just to be clear like we as a community all didn't ask for that- only some of us and from my reading it wasn't the majority "we" either asking for that. Obviously most just wanted DF, but I think solo power was a higher ask than no echo PF (having read most of the OF blue threads at least).
Edit:
Just to note I'm okay with 100% drop chance if you sync concept (I actually suggested that before it came out), but I was clear when I suggested that before that it would be in lieu of being able to ALSO solo said content (but having the chance you'd have to do it a few times). So they took half the suggestion and went further down a path I was trying to avoid lol.

And I've seen white line cleansable debuffs (disease) that Exuviation DIDN"T remove. It's almost a joke at this point. Here are these great abilities that work on some things, and don't on others. Have a fun!
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]

What I find most amusing about Yoshi-P's reasons for making BLU a "limited" job is because he didn't want BLU players being excluded from raids if they didn't have specific skills. Earlier today, I saw a PF for T9 telling people to have "the required skills." Other than the fact that T9 isn't current content for anyone other than BLUs going for the morbol mount, this looks to me like EXACTLY what Yoshi-P claimed he wanted to avoid.
Add to that other people's arguments about BLU being "OP" by nature. The devs didn't want skills like Missile or Lv.5 Death trivializing raid bosses, but those skills already don't work on most (if not all) of the raid/trial bosses BLUs can currently fight. And as the OP stated, most of BLU's other skills (especially the new ones) either have terrible potencies or are just "X skill from class Z, but worse."
So...why is this a limited job again?
Were we born to fight and die? Sacrificed for one huge lie?
Are we heroes keeping peace?
Or are we weapons?
Pointed at the enemy so someone else can claim a victory?
Exuviation seems to be bugged. I've used it, and its removed several debuffs from myself and others, except this person next to me who it didn't hit. I reused it, it hit them. Other times it won't remove it off me until the 2nd cast when I'm the one using it.

This is an offical slide from the liveletter. Its says that its a job designed for solo play and not suited for parties. Just because some translator on reddit thinks that it could mean something else does not change that on the official slide it simply says that it was designed for solo play. And now 90% of what it is, is group play. Only carneval and some skills are solo, the rest not.
If it was just leveling then this would account to every job too because you can just level them outside of instances and solo as well. That should not make it a special point on a slide.

I remember first frowning at that slide, because DF yada yada lol, but now I just wish that slide was actually true... XD.https://i.imgur.com/b6wWLso.png
