    Why Scions are not joining:
    a) that kid is trying to meddle in the First's politics.
    b) that sister is trying to make a working thing instead of a flying pig.
    c) that uncle is doing Exarch stuffs.
    d) that cat girl has a village to tend to plus also doing lesser Exarch stuffs.
    e) that father is bringing her daughter to chill out in a cool airship.

How do you get other 23 people.
    a) some got shanghai'd when they hear the amount of boom those two dwarfs caused
    b) 7 of em came because they got summoned by Exarch during Hades fight and because of his incompetence, now they cannot go back.
    c) 8 of em are Eulmorians who lost their job thanks to your liberation, now they forced their way into your expedition to make quick buck.

    2) The Kupo does not care where the Blood flows, only that it flows.
    3) I will not heal you, I am prolonging your suffering so that I can nourished my Blood Lily.

^This. A pseudo-adventurer system seems to be in place on the First, which isn't surprising at all given the Exarch's identity (who would naturally know about Eorzea's adventurer system and would have easily introduced such a concept to the First accordingly, given his 100 year head-start he had on us), and our actions throughout SHB's story continously inspired others to actually fight for their world's survival instead of just laying down and waiting for the end.

And as Ardbert and his friends showed, people were, and still are, being awoken to the Echo in the First as well, although they don't seem to be aware as to what it truly is like we are, having had the benefit of the Scions and their predecessor the Path of the Twelve's knowledge to hand.

So it's clear story-wise we can draw upon support from 'local adventurers' to help us during duties on the First, without having to suspend belief that much.

Remember the job role quests? Each of them features their own types of Adventurers. Some more capable than others depending on what job you had, but in the Physical DPS, you get to meet a whole slew of hunters.

I, personally, like to think we can poke the Exarch into waving his staff and giving us out Source Adventurers just for the instance we need to complete.

I think they are not joining because we never told them about it. And we went to fight a potential threat to the first with just a couple of kids (who can't really fight apart from throwing some bombs) which is completely ridiculous...

I really do hope that yorha lore will improve because currently it is utter nonsense.

Considering that we can go back and forth just fine, it seems logical to assume he finally ironed that out.

Makes sense, after all, what sort of adventurer would even consider turning down a request to go on an adventure with the Warrior of Darkness?

You just have to ignore gameplay versus ingame story. We simply dont really fight on three sides with that one boss, we are standing there with 2P and beating him up together with her. There are no 23 other adventurers, its just us, the dwarves and 2P.

Says who? Why are you saying it like it's fact.

WoL vs Zenos has been explained with gameplay. As in he was lv70, we were not. It was that simple.

Nah, it could easily be open air, and still remain undiscovered, even with Airships being common. The location is in the mountains, and the Airship technology on the First may simply not have the ability to achieve sufficient altitude to explore them.

There's sufficient grounds for suspension of disbelief either way you choose to look at it. Personally, I think "open air, but in an a valley inaccessible to the First's technology" is the much more likely explanation, as the alternative requires you to ALSO try to figure out how they're illuminating it all to the point where healthy trees can grow, not to mention how and why trees wound up planted in this underground complex.

Aw, man, I was gonna post something sarcastic to poke fun at the "the WoL is canonically solo!" crowd, but there's no point now!

Anyway, among the WoL's myriad other talents, she/he's a talented leader, able to network an extensive network of fellow adventurers to call upon for anything too difficult to handle alone (probably does all this networking while you're logged off). Linkpearls and devices similar to the Aetheryte Pendulum allow them to come to your side at a moment's notice.

Of course, there's no firm canon for this, either, but it makes a heckuva lot more sense than imagining a WHM Warrior of Light drubbing Nidhogg to death with a stick!

I guess I didn't think about clan nutsy as it would pose as a challenge of some sort. Or the fact we might bring some of the role quest people especially the dwarf. As I said in my op I'm fully able to go we did it mostly with just 2P and the dwarf twins watching mostly. I guess if you really wanted to go minimalist one could say the twins were runing around tossing bombs that make Nashu's love for blowing stuff up look tame. It is sad that those two at least as far as we know won't meet Nashu as they would fit in sooo well in a Hildibrand quest. I don't even question the how far down, how long was this here, how did no one notice bit because of the fact the machines in Nier can copy just about anything in a "short" amount of time. For me the whole how is this a thing is my it's Yoko Taro card in where the need to suspend your belief has to happen. Specially since Nier came out of an ending where you fight a giant salt deamon lady in the skies above a city that after she dies it starts infecting people.
